Standing Up NYC’s COVID Vaccine Scheduling Platform
Digital Transformation | Project Management
-
At the height of the COVID-19 pandemic, the City of New York needed a secure, user-friendly application to help millions of residents quickly schedule vaccine appointments. The stakes were high, the timelines public, and the guidance ever-evolving. The platform had to support multiple vaccine brands and dosing regimens, integrate with the City Immunization Registry, and serve as the operational backbone for hundreds of clinics citywide.
-
Qualis led a 25-person team providing program management and quality assurance on behalf of the NYC Office of Technology and Innovation as a subcontractor to Innovative Business Concepts. We built and scaled the VAX platform across 19 major releases in under two years, onboarding over 50 healthcare partners and 100+ clinic locations. We developed training, onboarding, support, and analytics systems to ensure providers could operate seamlessly, even as federal guidance and eligibility rules shifted. We also expanded the platform to support new public health imperatives, including the Monkeypox vaccine rollout and the city’s vaccine passport system.
-
Enabled over 2.5 million New Yorkers to receive vaccines through the platform
Supported 4.3 million total doses administered across 2,500 sites
Successfully onboarded 50+ provider organizations across all five boroughs
Built trust through real-time coordination with City Hall and evolving CDC/FDA guidance
Bringing Home Repairs and Energy Improvements Together Through Whole Home Performance
Business Process Improvement | Technical Assistance | Grant Management
-
Low- and moderate-income homeowners often face a difficult cycle: their homes need basic repairs before they can qualify for weatherization, yet no single program covers all the work required. Housing repair grants, energy subsidies, and utility programs operate under different rules, with separate applications and delivery systems. Communities needed a practical way to bring these resources together, address the whole home, and serve more homeowners effectively.
-
As part of Capital Access’s HUD technical assistance team, Qualis helped develop and launch Whole Home Performance (WHP) pilot partnerships in Pennsylvania, Michigan, and South Carolina. We helped partners coordinate HUD Community Development Block Grant funding with weatherization, energy rebates, utility incentives, and local resources within a unified delivery model.
Our work translated that model into practical operating plans, homeowner intake procedures, contractor procurement tools, and a Project Approval Summary that connects repair needs, project costs, and funding decisions. We also helped local program managers build the staffing, workflows, and homeowner pipelines needed to move into production.
-
Helped launch four pilot partnerships with a combined target of 162 homes
Coordinated $12.2 million in pilot resources, including $3.95 million in CDBG funding and $8.25 million from other sources
Equipped local partners to deliver basic repairs and energy improvements through a coordinated homeowner experience
Produced a reusable Program-in-a-Box toolkit to help additional communities adopt and scale the model
Helping a Brooklyn Nonprofit Unlock Federal Funding for Tenant Advocacy
Grant Management | Business Process Improvement
-
Churches United for Fair Housing (CUFFH), a Brooklyn-based nonprofit, received a $1.2 million Community Project Funding (CPF) grant through HUD to support its frontline staff and expand its tenant advocacy work. While mission-driven and deeply trusted in the community, CUFFH needed guidance navigating the complex and unfamiliar terrain of Congressionally Directed Spending, a relatively new funding stream with evolving federal requirements and limited precedent for nonprofits.
-
As Project Manager, Ross Woods provided end-to-end support to help CUFFH access and administer their HUD CPF grant. This included interpreting federal guidance, aligning the grant budget with program objectives, and guiding CUFFH through the compliance and documentation process. Ross led the team in developing clear materials, adapting quickly to shifting HUD requirements, and coordinating closely with CUFFH staff to ensure grant activities aligned with their evolving needs on the ground.
-
Completed the application and achieved grant agreement execution in just over three months, allowing CUFFH to access funding without delay
Supported the expansion of bilingual “Know Your Rights” workshops, housing counseling, and legal clinics across Brooklyn
Helped CUFFH build internal systems to remain compliant while scaling their impact for vulnerable tenants
“Ross was instrumental in helping us secure and manage complex federal funding, achieving consistent and timely expense reimbursement, which made it possible for us to scale our outreach, expand tenant protections, and deliver real impact across our communities.”
Co-Founder & Executive Director, Churches United for Fair Housing
“We worked with Ross on a roof replacement project funded by HUD CPF. He guided us through a complex procurement process with a clear focus on compliance and kept the project on track. We were extremely pleased with the partnership.”
Grants Manager, Polish and Slavic Center
“Ross was an invaluable partner in helping us rapidly launch the Take Care initiative, building the tools and systems we needed to connect New Yorkers in quarantine with meals, medications, and other essential supports. His ability to quickly understand our needs and deliver solutions with precision ensured thousands of residents received critical care during one of the most challenging moments of the COVID-19 pandemic.”
