Standing Up NYC’s COVID Vaccine Scheduling Platform in Record Time

At the height of the COVID-19 pandemic, the City of New York needed a secure, user-friendly application to help millions of residents quickly schedule vaccine appointments. The stakes were high, the timelines public, and the guidance ever-evolving. The platform had to support multiple vaccine brands and dosing regimens, integrate with the City Immunization Registry, and serve as the operational backbone for hundreds of clinics citywide.

Qualis led a 25-person team providing program management and quality assurance on behalf of the NYC Office of Technology and Innovation as a subcontractor to Innovative Business Concepts. We built and scaled the VAX platform across 19 major releases in under two years, onboarding over 50 healthcare partners and 100+ clinic locations. We developed training, onboarding, support, and analytics systems to ensure providers could operate seamlessly, even as federal guidance and eligibility rules shifted. We also expanded the platform to support new public health imperatives, including the Monkeypox vaccine rollout and the city’s vaccine passport system.

Each jurisdiction has its own challenges—from post-disaster recovery to affordable housing development—yet all need tailored, actionable support to meet HUD’s compliance standards and serve their communities effectively.

Through HUD’s Community Compass initiative, Qualis provides targeted technical assistance to grantees across a range of geographies and program areas. We supported jurisdictions including Texarkana, TX; Lee County, FL; Maui, HI; and the Michigan State Housing Development Authority, delivering guidance, tools, and training to build internal capacity and improve program outcomes. Our support ranged from program design and compliance strategy to inter-agency coordination and system development. Helping a Brooklyn Nonprofit Unlock Federal Funding for Tenant Advocacy

Churches United for Fair Housing (CUFFH), a Brooklyn-based nonprofit, received a $1.2 million Community Project Funding (CPF) grant through HUD to support its frontline staff and expand its tenant advocacy work. While mission-driven and deeply trusted in the community, CUFFH needed guidance navigating the complex and unfamiliar terrain of Congressionally Directed Spending, a relatively new funding stream with evolving federal requirements and limited precedent for nonprofits.

As Project Manager, Ross Woods provided end-to-end support to help CUFFH access and administer their HUD CPF grant. This included interpreting federal guidance, aligning the grant budget with program objectives, and guiding CUFFH through the compliance and documentation process.
