Ross Woods
Founder and Principal Consultant
Ross Woods is a seasoned program and project management leader with over 15 years of experience guiding federally funded initiatives across the public and nonprofit sectors. His work has spanned disaster recovery, affordable housing, public health, economic development, and large-scale technology implementations—always with a focus on helping communities thrive.
Before founding Qualis Consulting, Ross led complex, high-visibility efforts including the launch of New York City’s COVID-19 vaccine scheduling system and the administration of multi-billion-dollar Hurricane Sandy recovery programs. He has worked closely with local governments, state agencies, and nonprofits to navigate the intricacies of HUD, FEMA, DOE, and other federally funded programs, ensuring projects meet rigorous compliance standards while delivering tangible, lasting outcomes.
Ross holds an MBA and is a certified Project Management Professional (PMP).
