Qualis is lead by Ross Woods, who spent more than 16 years designing and delivering complex programs and the systems behind them.

Ross Woods helps organizations improve how their work gets done. For more than 16 years he has diagnosed how programs actually run, redesigned the processes around them and implemented the systems that support them, across disaster recovery, affordable housing, public health, economic development and large-scale technology implementations.
His experience includes administering multi-billion-dollar Hurricane Sandy recovery programs and the launch of New York City's COVID-19 vaccine scheduling system.
He has worked closely with local governments, state agencies and nonprofits on HUD, FEMA, DOE and other federally funded programs, building processes that meet rigorous compliance standards while staying practical for the people who use them.
Ross holds an MBA and is a certified Project Management Professional (PMP).
